If confirmed, the Sidley Austin senior partner will lead the European Bank for Reconstruction and Development in London.
He was previously chair of the economics division at Columbia Graduate School of Business.
She started work in the interim role on August 1.
He takes up the tenure track appointment on Aug. 15.
